I have a purple eyeliner I absolutely love and I use it with purple mascara to give a really vibrant look that everyone seems to love on me. So coloured eyeliner does work but you should find the right colour for you and dont be too subtle with it because its made to make a statement!

I generally stick to black mascara, but I love coloured eyeliner. I`m not a fan of eyeshadows – I have small eyes and I find that contouring with eyeshadows makes them look smaller. I prefer coloured liners to add interest. Normally I still line my eyes with black eyeliner, and then use a cotton tip to remove most of it, leaving only a really thin line at the base of my lashes. Then I do a thicker line of the coloured liner (I have green eyes and I find that purple, fuchsia, and bright blue look really good) along the top lashline and sometimes along the outside of the bottom lashline too. It looks fab!!
For a more low-key look, Clinique Cream Shapers are good – they do colours like Starry Plum (deep violet) and Egyptian (deep green) which are very wearable for work.

Navy and brown can be a good colour mascara for someone with very pale skin or blon eyelashes, but I prefer black for myself. Having your eyelashes highlighted lighter than usual just makes you look wrong!
Falsse lashes that have glitter in them look great though.
I saw a new Lancome mascara that has glitter in..? -
