vibrancy

hi i have lots of good quality makeup and i have been told by someone that you can by sort of like a liquid which u mix into a small amount of eyeshadow and it makes it more vibrant in a sense ai know there are a few brands such as urban decay etc but what would be the best brand to use, i hve quite sensitive skin
