I have exactly the same problem! I’ve yet to find a mascara that fits all my criteria but the 24 hour ones by mirenesse tend to do the job. They’re not my fav but they don’t give you panda eyes!

i used to have this problem a lot and then my friend who was doing a beauty course at the time told me to try using a cotton tip and very lightly move it over the mascara that is on the skin and it picks it up straight away even if its waterproof. this does sometimes pick up the foundation too but that is very easy to cover up again 🙂

After applying mascara, I wipe a little powder with a powder sponge over my eyelid (and before applying eyeshadow if I’m using that too) and a little under each set of lower lashes. It works really well, particularly if the mascara is waterproof.

This happens to me but with the top of my eye lid.

Do you find this makes the mascara too clumpy though? Sometimes when I get some powder on my eyelashes accidentally with mineral makeup, I find my mascara doesn’t perform as well :/

same with me. i will dust some setting powder on my powder brush and lightly dap it on my eye lashes before coat it with mascara.

You could try dusting a small amount of powder under your eyes, ‘sealing’ your mascara with a coating (Clarins makes a clear mascara called Double Fix for this purpose), or applying the mascara only towards the ends of your lashes (away from the waterline, and so out of range of your tear ducts). Sometime types of mascara are just smudgy, though- for example, Loreal Voluminous Carbon Black is known to smudge very easily.
    Hope this helps. 🙂
