I tried everything to put lighter streaks in my black hair but nothing worked. Even the do it yourself colour strippers did not work. The amount of money you will spend trying, it`s better off just paying the hairdresser to do it.

i aimed for this too, back in my crazier more daring days (ie. 2 years ago)
i started by going to a light shade of brown then to the blonde
i didnt use packed dye, instead i used blonde powder highlighter bleach mixed with creme developer 30 or 40 volume.
you can get this all from priceline
    get some good plastic gloves
you need to do it a few times, be warned that u may burn ur scalp
be prepared that you might not get the look you desired

I attempted to dye my dark brown hair blond when I was younger and it turned out bright orange. the strength of the bleach wasn`t strong enough to make my hair blond. you probably need to go to a salon retailer to purchase a strong bleach but I`d suggest when making such a drastic colour change you go to a salon and get it done professionally.

I totally agree with mmlandrhallam, especially if you have dark hair to begin with. I stopped wasting my money on home dyes about 7 years ago and although my hair is regularly highlighted and dyed it is is very good condition.
My sister went to Box Hill TAFE (VIC) because her regular hairdresser (mobile) went on maternity leave and she was used to only paying $80 for cut and highlights. Her hair looked good too – she was very pleased, and I`m sure it was less than $60. You need to be careful going that light with such dark hair too, you might end up with fairy floss – which is what I ended up with after doing my own highlights and then using SUN IN for touch ups (don`t ask, I was a poor student at the time)…spent two weeks in QLD, sun fried my hair and I couldn`t get a brush through my long hair, it was cropped to my ears and dyed back to brown – hence the reason I gave up on home jobs….and I`m not even very dark naturally (light – mid Brown) Good luck though! 🙂

In all honesty its a mammoth job to go that light from such a dark colour. Especially if you have existing colour in your hair. The colour wont lighten evenly because there is more colour build up on the mids to ends of the hair and not so much on the roots so they tend to go yellow while the rest of your hair goes a red/orange colour. In the end…what you would spend on products to colour in the first place ($15.95 for tub of bleach, $12.95 for the peroxide, $15.95 for a decent toner) and not to be promised an even result, you would be better off putting it towards a salon visit. You will probably end up there having it fixed anyway. Another alternative is going to your local TAFE/Hairdressing college and having an apprentice do it. They are fully supervised and thier trainer stands in on the consultation too so there is no mistakes. They charge only a fraction of the cost. Hope this helps. 🙂
