It is us based but I have found that most colours are the same for the majority of brands- nars Revlon. Chanel L’Oreal Estee Lauder. Smashbox etc.

I recently ran out of my foundation and wanted to try a nars one so it gave me the suggestion, I went and tried the colour and it was spot on. None of this trying to match over and over again.
